The League has pushed deep into Confederation territory, but has stuck fast in the plains south of the Russ Sea. The League has built the mightiest military machine ever seen, but its innovative new technology, superb training, and brilliant general staff have met their match in the stubborn, unyielding character of the Confederation. The peoples of this rigid, old state are used to brutal hardships, and fanatically throw their lives away in defense of their homeland.
The Chairman of the League (actually its despotic dictator), in a propaganda effort to support his ailing regime, has decreed that the Army of the League will break the stalemate this year in a glorious push on the Confederation heartland (board 15). He has privately threatened to begin purges among his general staff unless there are decisive results, soon. His generals must now try to create some - in spite of a static strategic situation.
The Council of the Confederation has heard the League propaganda, and knows the push is coming, so has bolstered their defenses as best they can. They are depending on their long military tradition of stubborn defense and their vast resources to outlast and wear down the aggressor.
The League has conquered all territory West of the front. The Confederation still controls all territory East of it.

In the Russ Sea (all sea hexes of the northern part of the board), either player may trace supply by sea, but movement and pp expenditures traced through sea hexes are subject to attack:
The Confederation player may also build new units in any friendly city that is not adjacent to enemy units. Units built on-board must follow the Building Cadres 1 optional rule.
