At 10:30 Joe says he's walking to the Lone Star diner when he
sees Brooks. There was no Lone Star diner in DC.
At 11:40 Joe, driving a car his boss had lent him, sees Brooks
on the Friday before Halloween with a new Lexus 'parked at the curb of
25th and Connecticut'. There is no intersection of these 2 streets,
not even close. 25th NW dead-ends at N, more than a mile south.
There's no more further north. 24th reaches Connecticut, between
Woodley and Calvert. (The Kennedy Center is at the south end of 25th
NW.)
At 11:55, 'I saw the black guy again, parked at the curb of
25th and Connecticut... the black guy realized something was going
on, hopped in his Lexus, backed out of the space, and tore off down
the street. I gunned the Audi and went after him. We headed west on
16th Street, sped across Mass Avenue... we were racing down side
streets, shrieking around corners, speeding through stop signs and red
lights, until he veered up onto Route 50, heading east into Prince
George's County.'
It's hard to make sense of this chase. If Connecticut Avenue
is right, then Brooks 'tore off down' (southeast-ward) Connecticut.
Connecticut never reaches 16th, though it does cross Massachusetts at
Dupont Circle. Brooks could have decided that Dupont Circle would
slow him down and turned east at one of the lettered streets - T-Q
would get him to 16th; Q would be the fastest. Then he could have
traveled on 16th to another lettered street - M-H would get him to New
York Avenue (which turns into US 50); K would be the shortest. It
would have been faster to switch to Massachusetts at Dupont Circle and
take that to New York, but perhaps he wasn't thinking carefully - Joe
says they were racing down side streets, for which the lettered
streets would count. So I say Connecticut to Q to 16th to K to New
York - not that sense is the appropriate target. After all, 16th is
north-south, not east-west; 25th doesn't intersect Connecticut; they
should never have traveled west - and there is no Lone Star diner in
DC.
